What does key worker mean?

A key worker is someone in a public sector role or essential service that the government considers vital to the community. The term gained widespread attention during Covid-19, but the concept has existed in housing policy since the early 2000s.

Key worker status matters for housing because various schemes help these workers afford to live where they work. This is particularly relevant where house prices and rents have risen faster than public sector wages.

The definition varies depending on which scheme or benefit you are looking at. Some programmes use a broad definition; others have specific lists of qualifying professions. You may be classed as a key worker for one purpose but not another.

Which professions typically qualify?

The government has historically recognised several categories of workers for housing support purposes. While the exact list differs between schemes, the following groups are commonly included:

  • Teachers and educational support staff in state funded schools, nurseries, and colleges

How key worker status affects housing

The main reason key worker status matters is housing affordability. Various government backed schemes have offered key workers help with buying or renting.

Shared ownership has been a common route. You buy a share of a property (typically 25% to 75%) and pay rent on the rest. Some developments give priority to key workers, particularly in high cost areas. Other schemes have offered discounted homes, deposit help, or access to affordable rentals.

The Key Worker Living programme operated in high cost areas of England until 2006. While national programmes like this have ended, local authorities and housing associations may still run their own schemes with key worker priority.

For shared ownership or other home ownership schemes, contact Homes England or your local housing association.
